As far as they were concerned, we were no more to complain. We just had to make our point clearly in this debate, as they were now demanding an increase in the upper House of Parliament from two or three votes to four or five votes. One would think that this would lead the party to agree to amend the text of the Constitution and also a change in the structure of the lower house of Parliament to get this done, but that could not happen. As early as the beginning of 1983, our leaders decided to do something in this direction. A meeting was held in a private house to discuss the plan. Then on June 27, 1983, during the meeting in Chandigarh, Mr. Swaroop Singh - who had been appointed Minister of Agriculture - was present but he could not attend it as he was going to leave the Congress.
